Established by the Research Grants Council (RGC) of Hong Kong, the Hong Kong PhD Fellowship Scheme (HKPFS) aims to attract top international students to pursue their PhD studies in Hong Kong's world-class research universities. It provides a generous stipend and travel allowance, supporting research across science, medicine, engineering, humanities, and social sciences.

Annual stipend of HK$331,200 (approx. US$42,460) for up to three years

Conference and research-related travel allowance of HK$13,800 (approx. US$1,760) per year
✓
Most universities offer a tuition fee waiver or additional scholarships for HKPFS awardees

Eligibility Criteria

✓
Open to candidates from all over the world
✓
Must have an outstanding academic record and research potential/ability
✓
Must demonstrate strong communication and interpersonal skills, and leadership abilities
✓
Must be seeking admission as a new full-time PhD student in a participating university

Required Documents

RGC initial application
✓
Full university application (research proposal, transcripts, CV)
✓
Two academic referee's reports
✓
Proof of English proficiency

Application Process

  1. Submit an initial application to RGC to obtain an HKPFS Reference Number
  2. Submit full applications to the proposed universities, quoting the HKPFS Reference Number
  3. Universities nominate outstanding candidates to RGC
  4. RGC expert panels evaluate nominations and select awardees

•The initial application deadline is usually December 1st each year.
